Baseline quantities in PG&E and SCE territories

Your baseline depends on where you live and whether you have electric heat.  If you live in PG&E territory, your baseline is a letter code with a B or H letter suffix, and if you live in SCE's service area, your baseline is a two-digit numeric code.  For instance, my PG&E bill says `E-1TB', which means I pay E-1 (regular residential rates), live in area T, and get only the `basic' quantities (because I have gas heat).
